Ministry of Development Planning and Cooperation
Background

The Ministry of Economic Planning and Development is situated at Capital Hill in Lilongwe the Capital City of Malawi.The Ministry comprises of two ; the Administration and Support Services and Economic Management and Development.The Administration and Support Services Division ensures that appropriate financial, material and human resources are available for the day to day operations of the Ministry. The Deputy Secretary heads the Division.The Division has five sections namely:Minister’s Office, Support Services, Human Resources Management and Development, Finance and Internal Audit and Information Systems Management

 

The Economic Management and Development has three sections namely: Economic Planning, Development and Monitoring and Evaluation.  Each section is headed by a Director.

  Objectives and Strategic Plans


Main Objectives
  • To provide professional economic and development policy advice and direction to the Government and the public;
  • To set medium and long-term national development goals, objectives and strategies;
  • To plan and operationalise national economic and development strategies;
  • To monitor the implementation of national development policies, projects and programmes;
  • To evaluate the impact of national development plans and programmes; and
  • To analyse sectoral policies and programmes in order to ensure consistence with national goals.
Strategic Plans
  • To promote leadership capacity and commitment;
  • To promote a motivated and high performance cadre of staff;
  • To strengthen the provision of advisory and technical services to government and the public on economic and policy development and management;
  • To improve the facilities of the Ministry of Economic Planning and Development to keep up with modern technology; 
  • To promote prudent and effective financial management; and
  • To promote the spirit of sharing a common vision and goal in the Ministry.

 

Main Activities


In order to achieve its outputs for the fiscal year 2004/2005, the Ministry undertook the following activities:

  • Review of the National Population Policy;
  • Formulation of the Public Sector Investment Programme (PSIP);
  • Review of implementation progress of the Malawi Poverty Reduction Strategy (MPRS);
  • Formulation of an integrated Infrastructure Development Project;
  • Review of the District Planning System;
  • Formulation of the mines and mineral policy;
  • Analysis of national, regional and multilateral trade policies;
  • Sectoral policy reviews;
  • Analysis and medium-term forecasting of national accounts and balance of payments;
  • Formulation of the MPRS Monitoring and Evaluation Master-plan;
  • Review of micro-finance activities;
  • Production of Food Security Monitoring Report; and
  • Implementation of the Pilot Public Expenditure Tracking Survey

. Challenges


The Ministry also met a number of challenges including the following:

  • Financial constraints;
  • Inadequate office equipment;
  • Inadequate office accommodation;
  • Coordination, communication and team work
