(a) To provide policy and legal framework for the efficient and effective operations of Local Authorities.

(b) To promote an effective system of Local Governance and Local Economic Development.

        (c) To provide a linkage between Central Government and Local Governments.

 A number of programmes are being implemented to achieve these strategies. (see Section 5 below for details).
