The following are the Ministry’s major functions: -
- Conduct Capital Investment appraisals of all parastatals to ensure that projects are financially, technically, economically and socially viable.
- Undertake appropriate performance and financial monitoring and evaluation of activities to ensure that intended outputs are achieved.
- Co-ordination and communication of appointments of board directors of parastatals.
- Approval of appointments of Chief Executives of parastatals and their deputies to run and manage the parastatals.
- Provide guidance to parastatals on issues of government policy, finance, management and operations.
- Develop terms and conditions of service of parastatals, including determination of benefits.
- Prepare and coordinate activity and budget plans on the basis of which financial performance of parastatals is monitored and evaluated.
- Approval of tariff.
- Monitoring and evaluating the performance of parastatals against set targets, as agreed with respective parastatals, usually in their corporate plans.
- Overseeing policy in respect of the privatization program which is implemented by the Privatization Commission.
- Provide advice on matters of Government Policy and procedure.
