Programmes for the Ministry of Gender, Children and Community Development: 2010 - 2014
  • Under Community Development, the Ministry will implement the Mass Adult Literacy project which is aimed at making at least 2.4 million adults literate by 2014 in line with the goal of Education for All. Implementation of the Functional Literacy for Integrated Rural Development (FLIRD) Programme will continue up to the 2012/13 financial year to compliment the Mass Adult Literacy Project.
  • Under Child Development, the ministry will roll out the social cash transfer scheme to cover the whole country and intensify the provision of Early Childhood Development (ECD) services across the country. For the Social Cash Transfer, the Ministry is expecting to get support from the Government of Germany while under ECD, the World Bank has indicated its intentions of supporting 8 percent of the programe's Strategic Plan (Mmera Mpoyamba). This represents MK4.6 Billion ($33 Million) of the Strategic Plan's budget which will be spread across a period of five years. The programme will be implemented through a partnership comprising the Ministry, Civil Society Organizations and other stakeholders in the sector.
  • The Global Fund through the National AIDS Commission is expected to disburse MK57 Million to the Orphans and Other Vulnerable Children (OVC) program for a period of 6 months in 2010. The Ministry also expects more funding once the request for the next six months is approved.
  • Under Gender Affairs, the Ministry will from 2011 implement a project focusing on Gender and HIV/AIDS especially at community level, taking into account the intricate relationship between the two. The European Commission has pledged to support the project at an estimated cost of about €12 million under the 10th European Development Fund (EDF).  The Ministry also expects to get resources through the pool funding towards the Women Girls and HIV/AIDS program. The Department of Gender Affairs will also continue implementing gender mainstreaming activities including training of more focal points and dissemination of gender mainstreaming guidelines.
  • The Planning and Research Unit of the Ministry will work towards harmonization of the various Monitoring and Evaluation systems of the Ministry to come up with one comprehensive system. It will also coordinate the development of the Children Policy and a National Plan of Action (NPA) for Children. The unit will also continue coordination of the Gender, Youth Development and Sports Sector Working Group in collaboration with counterparts from the Ministry of Youth Development and Sports. The unit will also coordinate the development of a Policy for Children and a National Plan of Action (NPA) to operationalize the policy.
  • The Administration Department will continue with the process of refurbishment and upgrading of Magomero Community Development Centre with the aim of turning it into a diploma and degree offering institution. It will also continue to facilitate the team building initiative aimed at improving coordination within the Ministry and between the Ministry and its stakeholders.
