Ministry of Information and Tourism

The Ministry of Information and Tourism comprises of Administration, Department of information Systems and Technology Management Services,  Department of Information, Parks and Wildlife, and Tourism. The Ministry is situated in Lilongwe, the capital city of Malawi. The Ministry is guided by Government Policies and Legislation in the sector of ICTs. The vision of the Ministry
To have a well informed  nation, positively known on the global map, with well  developed information and communications infrastructure and an Information and Communication Technologies (ICTs) led development.  To also have a well developed tourism industry and  sustainably managed   wildlife resources that highly contribute to economic growth.

The Mission
The mission  of the  Ministry is to :

  1. ensure    that    the    public    is    well   informed   about government policies, programmes and various social economic issues and that Malawi is globally positively known as well as have a vibrant media industry. 
  2. ensure  effective  development  of  Information and Communications Technologies (ICTs) infrastructure as well as effective utilization of ICTs in all sectors so that Malawi’s development is accelerated by use of ICTs.  
  3. ensure development of a  vibrant tourism industry and effective conservation and management of  wildlife resources for maximum contribution to economic growth.

Responsibilities    

 The Ministry has five main responsibilities under its mandate.

  1.  Facilitating communication to the nation in order to ensure that the nation is well informed about government policies, programmes and other socio economic issues as well as ensuring free flow of information on Malawi both locally and internationally and facilitating the development of a thriving professional media industry.

  2. Providing policy guidance to communications parastatals in order to ensure that Malawi develops efficient and affordable information and communications infrastructure such as telecommunications internet,  postal, television and radio broadcasting as well as pursue universal access to communications facilities to the people especially those in the rural areas.

  3. Developing and promoting efficient access and effective utilization of ICTs in all sectors of development in order to improve productivity, efficient delivery of services and  have an ICT accelerated development.

  4. Developing and promoting the tourism industry sustainably in order to maximize its contribution towards economic growth

  5. Conserving and managing wildlife resources sustainably in order to ensure availability of abundant and diverse wildlife and productive use of protected areas for maximum contribution towards economic growth.

 Strategic Objectives

To achieve the ministry’s mission and fulfil its mandate and responsibility, the Ministry has set eight strategic  objectives:

 To provide the nation with accurate, balanced and timely   information so that people    can make informed choices on matters affecting their lives and maximize their            contribution towards national development. To be delivered through the Department of Information

(a)    Appropriate, accurate and balanced information on government policies and programmes timely disseminated by

      government throughout the country.

(b)    Information reaching all people in both urban and rural areas as well as internationally .

(c)    Feedback from the people on government policies and programmes.

(d)    Increased citizery involvement on topical issues 

 To promote free flow of information locally and globally and put Malawi on the global map.  To be delivered through the Department of Information

Performance indicators

 (a)       High pressure of Malawi information and news on the interne

        Proactive release of information from all public institutions.

 To facilitate the development of a vibrant, professional and    independent media industry.   To be delivered through the Department of Information

(b)    Effective professionalism  media regulatory bodies 

(c)    Professional,  well balanced and accurate news throughout the country and internationally.

To facilitate the development of infrastructure and services in the Information and Communications Technologies (ICTs) sector  in

telecommunications, internet,  postal services, radio and television broadcasting, computing and other Information and communication

services.  To be delivered through the Communications Parastatals, DISTMS and the Department of Information.    

       

     Performance Indicators 

 

     (a)        Increased investment in the Information and communications sector through effective regulation and incentives. 

(b)        Increased access to quality and affordable Tele communication facilities  throughout the country especially in the rural areas. 

(c)        Increased access to speedy, and secure postal services.

(d)        Increased access to high speed, reliable and affordable internet services and other value added ICTs.

(e)        Increased access to quality public television broadcasting throughout the country in a sustainable manner 

(f)          Increased access to public radio broadcasting throughout the country in a sustainable manner 

(g)        Increased access to computers and computer related facilities in all sectors. 

 

To promote and facilitate effective utilization of ICTs in all sectors of development in     order to improve productivity,  efficient delivery of

services and accelerate  development through use of ICTs. To be delivered through DISTMS

(a)    Clear Road map on  strategies for increased access and utilization of ICTs in Malawi.

(c)    Timely and easy access to  relevant information through use of ICTs

(d)    Increased Human Resource productivity through use of ICTs. 

(e)    Efficient delivery of services to the public in all sectors through use of ICTs. 

(f)     Accelerated development by use of ICTs. 

 

To develop and promote the tourism industry in  a sustainable manner in order      to maximize its contribution towards economic growth.

To conserve and manage wildlife resources sustainably.  To be delivered through the Department of Parks and Wildlife           

            Performance Indicators 

·         high population and  wide variety of wildlife maintained

·         number and a variety of well developed attractive, accessible tourism facilities in all protected areas

·         reduced incidents of animal/human conflict

·         appreciation of wildlife by the people 

 

To provide effective and efficient policy and strategic direction for all sectors under  the ministry and efficient human, financial, and office

support services. To be delivered through management and support services.

(a)    Clear and effective policy direction and legal framework for all sectors under the Ministry. 

(b)    Clear and focused strategic direction and implementation plans which are articulated by staff, principals as well as the public. 

(c)    Effective performance monitoring leading to achievement of organizational objectives. 

(d)    Effective communication amongst all in the Ministry. 

(e)    Adequate and highly motivated human resource. 

(f)     Adequate financial and equipment resources. 

(g)    Financial discipline and proper utilization of financial resources. 

(h)    Adherence to procurement and all other regulations
